Add manual proxy configuration 
This implementation is based on the one from neochat and tokodon, but it
fixes the "system default" option and adds a "no proxy" option.

Most of these settings now also cover streaming audio through the
different backends.

In case of conflict in i18n, keep the version of the branch "ours"
To resolve a particular conflict, "git checkout --ours path/to/file.desktop"
