Textgen: Fix sampling param requests
...
1. TabbyAPI was not being included in temperature_last
2. DynaTemp parameters were still being sent even though the checkbox
was off. Cleanup the parameters if dynatemp is off for backends that
don't take in a dynatemp boolean.
