Limit drawing of tags to 50 with expander
...
- No matter where we draw tags, we'll draw a maximum of 50 tags
- Filtered tags (selected, excluded) will always be drawn
- Display "expander" icon/tag to show full tag list
- Cache the full tag list display so consecutive redraws respect it
