x64: cpu_wait: Make use of MWAITX in MicroSleep

MWAITX is equivalent to UMWAIT on Intel's Alder Lake CPUs.
We can emulate TPAUSE by using MONITORX in conjunction with MWAITX to wait for 100K cycles.
