Cygwin: readlinkat: allow pathname to be empty 

Following Linux, allow the pathname argument to be an empty string,
provided the dirfd argument refers to a symlink opened with
O_PATH | O_NOFOLLOW.  The readlinkat call then operates on that
symlink.
