launcher update + icon (#1085) ...

* seperated languages into structured folders

i18n.js needs to be connected to index.json so it fetches the common json files

* Update index.json

* New Launcher + security file

* cancel locales feature temporary

* added secrets to backup

* replaced download with winget

* fixed restoring backup bug

fixed bug that creates sillytavern\public folder inside sillytavern\public

* fixes date format

* launcher update + icon
