Marshall Greenblatt 5c79944b31 Update to Chromium revision d483fb77 (#474934)
- CefLifeSpanHandler::OnBeforePopup is now called on the UI thread.
- Remove CefBrowserSettings.javascript_open_windows which is no
  longer supported.
