Marshall Greenblatt 1eb55cbba8 Remove DISALLOW_ macro from libcef_dll/ (see issue #3234)
Also perform related C++ cleanup:
- Use =default instead of {} for default implementations of
  constructors/destructors.
- Replace typedef with using.
