Marshall Greenblatt b8f91c5431 Add callbacks for unresponsive render process (fixes #3661) 
The client can optionally wait or terminate the render process.

Expose process exit codes via OnRenderProcessTerminated and
CefGetExitCode (fixes #2126).

cefclient: Add a new https://tests/hang page for testing hang behavior.

cefclient: Move message and resource handling to a new BaseClientHandler
class to support loading of test pages in default Chrome UI windows.

Marshall Greenblatt 262ed72348 cefclient: Use HTTPS for test URLs 
Some features that we wish to test require HTTPS. Also, Chrome runtime is
redirecting HTTP URLs to HTTPS due to HSTS.

Marshall Greenblatt 7a2ce64096 Fix issues related to request and context object lifespan (issue #1037, issue #1044). 
- Simplify and document the relationship between the various context object types. See browser_context.h for a description of the new relationships.
- cefclient: Add `request-context-per-browser` command-line flag for testing multiple CefRequestContext instances.
- cefclient: Add a CefURLRequest example.

Marshall Greenblatt 7c5cb76692 - Pass SSL certificate information to CefRequestHandler::OnCertificateError via a new CefSSLInfo interface (issue #1530). 
- cefclient: Improve error message text and use a data: URI instead of LoadString for loading error messages (issue #579).
- Add functions in cef_url.h for base64 and URI encoding/decoding (issue #579).
