Remove DISALLOW_ macro from libcef/ (see issue #3234)
Also perform related C++ cleanup:
- Use =default instead of {} for default implementations of
constructors/destructors.
- Replace typedef with using.

Add initial Viz implementation for OSR (see issue #2575).
The old shared surface implementation has been removed and will need to be
re-implemented using the Viz code path.
