tests: Fix flaky FrameHandlerTest.Order* tests (fixes #3817)

The OnFrameAttached callback relies on a round-trip to the
renderer process and may not be synchronized with OnLoadStart/
OnLoadEnd/OnMainFrameChanged callbacks.
