Add callback to allow Document PiP moveTo/By() (fixes #3714)

Allow Document picture-in-picture moveTo/By() and resizeTo/By()
(without user gesture) if the new
CefBrowserViewDelegate::AllowMoveForPictureInPicture callback
returns true.
