[chore] move client/federator workerpools to Workers{} (#1575)

Browse Source 
* replace concurrency worker pools with base models in State.Workers, update code and tests accordingly

* improve code comment

* change back testrig default log level

* un-comment-out TestAnnounceTwice() and fix
