[feature] /api/v1/follow_requests/outgoing (#4224)

Signed-off-by: nicole mikołajczyk <git@mkljczk.pl>

# Description

This pull request adds a new endpoint which returns a list of pending follow requests requested by the user. The test is adapted from the GET /api/v1/follow_requests test.
