Add Mastodon publisher. (#83) 
* Add Mastodon publisher.

This commit enables publishing on Mastodon and tries to define the
minimal requirements for adding a new platform to Mobilizon Reshare.

* publishers: exceptions: Add HTTPError.

* platforms: mastodon: Make toot length customizable.
