cygnativeformat.  Declare private method set_clipboard.
	* fhandler_clipboard.cc (cygnativeformat): Convert static variable to
	fhandler_dev_clipboard member.
	(fhandler_dev_clipboard::set_clipboard): Convert from static function
	to fhandler_dev_clipboard method.
