* external.cc (cygwin_internal): Add operation to retrieve a copy
	of the EXCEPTION_RECORD from a siginfo_t *.
	* include/sys/cygwin.h (cygwin_getinfo_types): Ditto.
	* exception.h (cygwin_exception): Add exception_record accessor.
