Implement TLS Callback.

        * tlsmcrt.c: New file.
        * tlsmthread.c: Ditto.
        * tlssup.c: Ditto.
        * tlsthrd.c: Ditto.
        * Makefile.in: Include new files.
        * crt1.c: Implement TLS Callback.
        * dllcrt1.c: Ditto.
        * mthr_stub.c: Remove.
