Corinna Vinschen 9dc34cea28 Cygwin: Use SO_EXCLUSIVEADDRUSE 
We're still using ~SO_REUSEADDR because SO_EXCLUSIVEADDRUSE wasn't
defined in Mingw.  But it is in Mingw-w64, so fix it.
