Ken Brown d79aa0f593 Cygwin: FIFO: respect the O_CLOEXEC flag 
Set the inheritance of the Windows pipe handles according to the
O_CLOEXEC flag.  Previously the pipe was always created and opened
with OBJ_INHERIT.
