* aclocal.m4: Regenerate.
	* configure.in: Add GCC_NO_EXECUTABLES call. Add configuration for
	INSTALL_LICENSE.  Make cygwin subdirectory optional.  Add sanity
	check for cygwin resp. mingw subdirectories dependent of the target.
	* configure: Regenerate.
