* cygpath.cc: Reorganize includes to accomodate sys/cygwin.h changes.
* mkgroup.c: Ditto.
* mkpasswd.c: Ditto.
* mount.cc: Ditto.  Eliminate use of cygwin source specific includes.
* ps.cc: Ditto.
* cygwin.cc: Eliminate obsolete file.
