SCAN_APPENDLNK.
	(suffix_scan::next): Rearrange code to make .lnk append order slightly
	more deterministic.
	* spawn.cc (exe_suffixes): Try no suffix before .exe suffix to align
	evaluation with stat_suffixes.
	(dll_suffixes): Ditto.
