* pathnames.sgml (pathnames-unusual): Ditto.
	* setup2.sgml (setup-locale-ov): Change description according to
	latest changes.
	(setup-locale-how): Rewrite.
	(setup-locale-console): Enable section again.  Change to reflect
	recent changes.
	(setup-locale-problems): Change to reflect recent changes.
