* *.cc: put winsup.h before other headers (for __INSIDE_CYGWIN__);

* glob.c: add winsup.h
* localtime.c: ditto
* smallprint.c: ditto
* Makefile.in: don't __INSIDE_CYGWIN__ as it messes up profiling.
