srcdist and bindist targets.

(clean-top:) add call to mostlyclean-top and add rm of distribution
tarballs.
* lib/Makefile.in: (uninstall:) modify to remove files from the
new w32api subdirectory and to remove w32api subdirectory.
(xuninstall:) Ditto.
