* Makefile.tpl: Use 'mkinstalldirs' rather than 'mkdir' when

creating target and build subdirs to build all parent dirs as needed.
	* Makefile.in: Rebuild.
	* configure.in: Don't build dirs explicitly here.
	* configure: Rebuild.
