* include/cygwin/fs.h: New file.

* include/cygwin/hdreg.h: New file.
	* fhandler_floppy.cc (fhandler_floppy::ioctl): Add implementation for
	HDIO_GETGEO, BLKGETSIZE, BLKGETSIZE64, BLKRRPART and BLKSSZGET ioctls.
