sched.cc: Use PROCESS_QUERY_INFORMATION for now

Browse Source 
Temporarily revert to use PROCESS_QUERY_INFORMATION instead of
PROCESS_QUERY_LIMITED_INFORMATION to make sure every aspect of the
next release is still XP/2003 compatible.
