Check for warning flags without no- prefix

	* warnings.m4 (ACX_PROG_CC_WARNING_OPTS)
	(ACX_PROG_CC_WARNING_ALMOST_PEDANTIC): Run the test without the
	no- prefix.
libdecnumber/:
	* configure: Regenerate.
libiberty/:
	* configure: Regenerate.
