* shared.cc (shared_info::init_obcaseinsensitive): Check actual state

Browse Source 
of case sensitivity on post-Windows 2000 systems.
	* wincap.h (wincaps::kernel_is_always_casesensitive): New element.
	* wincap.cc: Implement above element throughout.
