name check.  Windows 95 seems to null-terminate the directory otherwise.

* shared.h: Bump PROC_MAGIC.
* winsup.h: Reflect above changes to function arguments.
* include/sys/mount.h: Add MOUNT_CYGWIN_EXEC type.
