* Makefile.in (DLL_OFILES): Add bsdlib.o.

	* include/sys/utmp.h: Declare logwtmp with const arguments.
	Declare updwtmp.
	* lib/iruserok.c: New file.
	(ruserok): New function.
	(iruserok): Ditto.
	(__ivaliduser): Ditto.
	(__icheckhost): Ditto.
