* instead of setting LDSTATIC='' for OSes which did not support it

until now, set it to '@'
* if LDSTATIC is '@' make it '-static' if MKSH_SMALL, '' otherwise

Yep, this might break, e.g. Darwin or Cygwin. But let's test that.
