Migrate PermissionUtil to Kotlin 
- Set min SDK to 16 (was 14), because READ_EXTERNAL_STORAGE is minimum 16
- Add new shortcut to Settings.kt class

This was literally the result of removing one(!) dependency on context inside FileUtil 
17 Classes with x function  which don't need to pass around context anymore..

Yahor Berdnikau 744b3d6a67 Move out server preferences to separate fragment. 
Now app opens server settings in a separate activity, rather then reusing same preference screen.
