Disable Web Inspector for App Store builds
- Hide the "Enable Web Inspector" menu item.
- #if-out notifications/defaults/etc.
- Make toggleWebInspectorEnabled(_) a no-op.

Add a menu item to the Debug menu to enable the Web Inspector
Just enables the "Inspect Element" item in a WKWebView's contextual menu at the moment.
